<br />Commissioner Maas expressed concern with smoking at the entrances to buildings due to odor <br />o and littering and noted that smokers need a designated area to sit down and smoke in order to <br />protect smokers' and non-smokers' rights. <br /> <br />Discussion ensued relating to designating an area for smokers and the number of employees in <br />this building. <br /> <br />Mr. Plucker noted there is a large pedestrian walkway that goes along the front of the building <br />and that a condition could be included for outdoor seating to be installed at one comer of the <br />building to relocate smokers away from the entrance of the building. He noted this could be <br />incorporated in the design review process. <br /> <br />PUBLIC HEARING WAS REOPENED. <br /> <br />Ms. Maser noted her concurrence with Mr. Plucker's suggestion for a smoking area. <br /> <br />PUBLIC HEARING WAS CLOSED. <br /> <br />r- <br /> <br />Commissioner Sullivan noted his approval with the design of the building and stated he would be <br />in support of approving the application. He expressed his support for the bicycle racks at the <br />project due to its proximity to BART. He expressed support for a shower being installed in the <br />project to facilitate employees riding bicycles to work, and he requested that a small <br />showerllocker room be provided at the project. He inquired whether there was support from his <br />fellow Commissioners to add a condition for modifying the guidelines to state that the building <br />shall be designed to be energy-efficient and shall generally seek to comply with the <br />energy-efficiency guidelines of the U.S. Green Building Council. He noted that Title 24 is the <br />State-mandated energy-efficiency guidelines; however, other energy-efficiency guidelines could <br />be added. <br /> <br />Commissioner Arkin noted his support with Commissioner Sullivan's requested conditions. <br /> <br />In response to an inquiry by Chairperson Roberts, the applicant responded that due to <br />requirements to provide handicapped showers when installing regular showers, there are issues <br />relating to adequate space. She noted that showers are a great idea; however, it would be <br />problematic for the owner to locate space for showers in such a small building. <br /> <br />Chairperson Roberts encouraged the applicant to locate a space for showers. <br /> <br />Commissioner Maas suggested that the employer consider offering discounts to a health club for <br />employees who bicycle or walk to work. Chairperson Roberts encouraged the applicant to <br />consider the offering the discounts as part of a TSM program.
