<br />r <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Plucker noted that the screen landscaping <br />would be perfonned prior to occupancy with the remaining landscaping to be conducted within <br />six months. <br /> <br />Commission Maas noted that landscaping is very important to this project. She expressed <br />concern with the FAR and noted that the Commission can only base their decision on the figures <br />presented. <br /> <br />Chairperson Roberts commented on the drainage for the project, and noted the importance of the <br />drainage being toward the hammerhead and not toward the Nelson property. She commended <br />Mr. Perata for the removal of the dirt around the trees. She noted her desire to resolve the color <br />issues of the home and requested that the applicants reconsider issues relating to the installation <br />of a lawn. Chairperson Roberts commended staff and the applicant for utilizing native plants <br />that do not require irrigation and for working with the neighbors to resolve areas of concern. <br /> <br />Commissioner Sullivan commended staff for their detail and analysis of the project to the <br />Foothill Corridor Overlay District guidelines. He stated that all lots in the area are highly visible <br />and in close proximity to one another. He expressed concern with staff's recommendation for <br />the color and with darkening the color by 1.5 percent. He expressed support for the <br />recommendations made at the last meeting relating to the color value and utilizing the color <br />value to base judgments on. He noted he would be in favor of the conditions specifying that the <br />house color would be in the 40 to 80 percent color range and not specifying the specific color of <br />the homes. He noted he did not have an issue with the color of the trim and spoke in favor of <br />f. allowing flexibility for the homeowners with regard to color as long as it is within the less visible <br />range. <br /> <br />Discussion ensued relating to the color range for homes. <br /> <br />Chairperson Roberts expressed concurrence with Commissioner Sullivan's statement relating to <br />the color range. <br /> <br />Commissioner Sullivan expressed concern with the FAR and questioned whether it is actually <br />24 percent, as indicated. He requested that the applicant submit a drawing of the site and the <br />house with the calculations that indicate that the FARis 24 percent. He noted that this property <br />is at the top of a visible lot and that the FAR looks to be 50 percent of the buildable lot. <br /> <br />Discussion ensued relating to the 24 percent FAR. <br /> <br />Commissioner Sullivan noted he would not be in support of approving the application. <br /> <br />A motiell was made by Commissioner Maas, seconded by Chairperson Roberts, to approve <br />Case Z-99-290 subject to the conditions listed in Exhibit "B," with an additional condition <br />tllat coutruction work be Umited to Monday through Friday. <br /> <br />r <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />February 9, 2000 <br /> <br />Page 11 <br />
