r'

Commissioner Kameny encouraged the applicant to work with staff to make sure the colors on
the windows, mullions, roof, and exterior of the building meet the existing Foothill Road
Corridor Overlay District design guidelines to avoid having to resolve color issues at a future
time.

Mr. Sarrasin noted that the applicant would like closure on the color issue; however, the
applicants would be willing to work with staff to resolve this. Mr. Plucker noted that this color
has been used successfully on other projects.

Commissioner Maas expressed concern with the landscaping at the Hogarty house.

Mr. Sarrasin expressed appreciation to staff for their effort in meeting with the parties and
resolving landscaping mitigation with neighbors. He noted that an agreement has been reached
that pleases all parties.

r

Neil Nelson, 8088 Bethel Lane, noted that the Foothill Corridor Overlay District guidelines are
being revised and that the City of Pleasanton has hired an architect to make recommendations on
colors for homes in the Foothill Corridor Overlay District. He noted that the architect
recommended that the homeowners be able to use white as a trim color. He requested that the
Commission approve the application and allow the applicant to proceed with his personal
preference for colors under the previous guidelines. He noted he had no objection to the setback
of the Perata house to his home. He expressed support for the landscaping proposal and stated
that issues relating to preserving viewsheds and privacy are still being resolved. He commented
on the hammerhead and stated that one of the planners commented that the new fire marshal may
not require the hammerhead to be a permanent fire road turnaround. He inquired, if that were the
case, whether property owners will be informed in writing whether there may be parking on the
hammerhead if the City abandons the turnaround road, or if this is a condition of approval.

Mr. Plucker noted he has not received any information relating to the City abandoning the fire
turnaround and he commented on the process if the fire road were abandoned by the City.
Mr. Nelson requested that this issue be resolved.

Chairperson Roberts noted that the easement for the fire turnaround is not part of the conditions
for this project.

PUBLIC HEARING WAS CLOSED.

Discussion ensued relating to the geotechnical study and testing conducted. In response to an
inquiry by Commissioner Sullivan, Mr. Plucker noted that the new geotechnical investigation
based on this plan would be performed at the design level.

r

Commissioner Maas expressed concern with the Hogarty's views being affected; however, she
noted the Hogarty's were aware of the house being built. She expressed appreciation to the
applicants for working with the neighbors. She requested that construction hours be limited to
Monday through Friday. She expressed concurrence with the open fencing and decking to
protect views.

PLANNING COMMISSION MINUTES

February 9, 2000

Page 10
