<br />"Bay Area Housing - No Vacancy," which stated there is not enough housing for the jobs in the <br />r"'. areas. He spoke in favor of a joint workshop being conducted between the Planning and <br />Housing Commissions. He stated there are no other places in the City for affordable housing. <br /> <br />Commissioner Arkin expressed appreciation to the Housing Commissioner for their input and <br />noted he would be in favor of a joint workshop of the Planning and Housing Commissions. <br />Commissioner Arkin noted he would not be in support of housing on this site and stated that <br />housing will have negative impacts for the citizens. He stated that a business park will have a <br />positive impact on regional traffic east of Pleasanton. He noted that housing on this site will <br />increase impacts on regional freeways and local traffic, impacts to schools, additional strain to <br />sewer and water systems, and air quality. He stated he was in favor with the plan as proposed, <br />with minor modifications, and that the proposed project is the most appropriate use for the site. <br />He expressed concurrence with Chairperson Roberts' statements that this location is a perfect <br />location for a business park due to its proximity to the freeway. He stated he understood <br />Kaiser's concern with housing on this site and that there are more appropriate sites in the City for <br />affordable housing in closer proximity to shopping and schools. <br /> <br />r"' <br /> <br />Commissioner Sullivan made a substitute motion to deny application with an invitation being <br />extended to the Housing Commission to conduct a joint workshop with the Planning <br />Commission to explore alternative land uses for this site to include potential for affordable <br />housing, mixed-use development, with the goal of salvaging some of the last opportunities for <br />affordable housing and dealing creatively with traffic issues. He suggested that the workshop <br />include public participation to determine a recommendation to be forwarded to the City Council, <br />such as a proposed General Plan amendment. <br /> <br />Commissioner Maas noted she would not be in support of the substitute motion and stated that a <br />workshop should be held between the Housing Commission and City Council. She <br />recommended that the City Council study and consider a proposal by the Housing Commission. <br /> <br />Commissioner Kameny concurred with ajoint workshop being conducted; however, he noted <br />that the workshop should be held between the City Council and the Housing Commission. <br /> <br />Chairperson Roberts noted that a joint workshop should be conducted; however, this piece of <br />property is not appropriate for housing because of the possible toxicity on this site. <br /> <br />Discussion ensued relating to clarification of the original motion and substitute motion. <br />Commissioner Maas noted her motion will include a modification for roadway improvements to <br />be completed in one phase.
