Terry Arslanian, 6527 Arlington Drive, expressed concern with the noise levels in the area of the
r- development near Sunol Boulevard. She expressed disagreement with statements contained in
the staff's reports. She noted that noise levels have increased on Sunol Boulevard due to an
increase in cut-t1trough commuter traffic. She requested that traffic issues be addressed prior to
building development. She noted this development will create additional traffic and noise and
stated a sound wall may be necessary in the area. She further suggested an Interstate 680 off
ramp, right onto the Kaiser property. In conclusion, she stated issues need to be addressed and
requested that the development not infringe on the families that currently live in the area.

Maureen Hart, 6513 Arlington Drive, expressed concern with impacts on noise and traffic and
requested that additional traffic studies be conducted. She spoke in favor of supporting
commercial development in the PUD as long as there is no lakeside development and no housing
on site. She expressed concern with the visual impacts from Sunol Boulevard. She noted that
commercial tenants do not utilize schools and therefore would be a good match for the
community .

Robert Cordtz, 262 West Angela Street, spoke in favor of approving the Kaiser application;
however, he noted he would not be in favor of the public trail around the property into open
space area. He commented on the fees that would be generated from this property and spoke in
favor of a user for the site who would generate sales tax and provide jobs to the residents of
Pleasanton to reduce traffic impacts on Interstate 680. In response to an inquiry by
Commissioner Mass, he noted he would not be in favor of a public path on site for walking or
jogging.

r

Diane Sass, 462 Hamilton Way, expressed appreciation both to the City staff for their efforts in
providing further notification of the hearing to the public and to the Kaiser staff for their work on
project. She expressed concern with a building, equal in size to Stoneridge Mall, in this part of
the City, the massing and FAR of the project, visual impacts, and traffic and noise. She
commented on the number of trips that will be generated from this site and the impacts of traffic
to First Street. She requested that the building's square footage be limited to accommodate a
smaller project and stated that Sunol Boulevard should not be widened to allow for additional
traffic.

Betty Barrett, 3662 Vine Street, member of the Housing Commission, spoke in favor of the site
containing affordable housing for people who work in the City. She noted that affordable
housing on the site will adhere to the City's housing philosophy and will reduce impacts on
traffic. She noted that the City is running out ofland for affordable housing. She requested that
the PUD be denied and reconsidered for affordable housing. Chairperson Roberts noted that
affordable housing on this site will require a General Plan amendment.

Discussion ensued with respect to a memorandum from the Housing Commission relating to
affordable housing being prioritized for future employees at the Kaiser location and whether this
creates legal implications. Ms. Seto noted she would provide clarification of prioritization to the
Commission at a later time.

r-

PLANNING COMMISSION MINUTES

January 26, 2000

Page 4
