<br />Larry Levin, 3178 Weymouth Court, Chairperson of the Housing Commission, provided <br />1""". clarification of what affordable housing is and noted that a priority system could be developed <br />for below-market-rate affordable housing. He noted that the City is reaching build-out and that <br />appropriate levels of affordable housing have not been reached. He noted that affordable homes <br />are needed for Pleasanton's teachers, police officers, firemen, and the residents' children. He <br />noted this a good site for affordable housing and requested that the Commission reconsider the <br />PUD. In response to an inquiry by Commissioner Maas relating to whether the Housing <br />Commission would be willing to conduct a formal study on the affordable housing element in <br />Pleasanton, he noted that the Housing Commission would be in favor of working with the <br />commWlity and the developer to come up with a satisfactory plan for this site that would include <br />affordable housing. <br /> <br />Christine Steiner, 596 Hamilton Way, Housing Commission, spoke in favor of affordable <br />housing being provided on the site and requested that the Commission examine the possibility of <br />providing affordable housing on site. <br /> <br />Rustum Broacha, 6396 Arlington Drive, expressed appreciation to staff for renoticing the <br />hearing. He expressed concern with noise in the Arlington Drive area and inquired as to the <br />standards for noise in residential areas where samples were taken and the time of day and length <br />of time that the noise samples were taken. He commented on the 1992 noise study and the <br />reason that an environmental study has not been conducted. He noted he would be in support of <br />the scope of project being reduced to mitigate traffic and noise impacts. <br /> <br />r <br /> <br />Mr. Swift provided an overview of the noise monitoring that has been conducted throughout the <br />City and noted he would be willing to discuss issues with any interested residents. <br /> <br />John Smith, 6248 Amber Lane, expressed concern with the traffic and the noise that will be <br />generated from this project. He spoke in favor of a light being installed at Arlington Street and <br />noted that improved roads will increase traffic. He spoke in favor of the project's size being <br />reduced. He expressed concern with impacts from affordable housing on schools and traffic. He <br />requested that more trees be planted as a buffer and requested that a freeway bypass be created to <br />alleviate vehicles exiting onto Sunol Boulevard to access the Kaiser site. <br /> <br />Russ Sweroon, 6558 Hanover Court, expressed concern with the traffic this project will create on <br />First Street. He noted he has no objection to the size of the project; however, additional public <br />transportation, such as carpooling, should be utilized. He noted that additional traffic studies <br />should be performed on First Street. <br /> <br />Chairperson Roberts noted that Transportation System Management (TSM) programs will be <br />utilized for this project. Discussion ensued relating to the future plans for the expansion of First <br />Street. <br /> <br />r <br /> <br />Russ Alsberg, 6557 Hanover Court, noted that one of the factors in his decision to relocate to <br />Pleasanton was residential areas being separate from business areas.
