<br />property to allow a mixed-use residential and office/light industrial development, if the <br />I"" Commission believes that the proposed project should include a residential component. <br /> <br />Chairperson Roberts noted that only issues relating to the PUD are being determined at this <br />hearing. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Howard Ellman, One Ecker, Suite 200, noted he is available to answer any questions the <br />Commission may have. He noted that Kaiser does not feel that the property is appropriate for <br />residential use and that Kaiser wishes to present a flexible plan in an attempt to acquire a single- <br />campus user. He added that Kaiser is in agreement with staff's report and requested that the <br />Commission approve the application. <br /> <br />Larry Bartelson, 675 Hamilton Way, noted he has been a resident of Pleasant on for 33 years. He <br />inquired whether the zoning designation for the property precludes any commercial use. <br />Mr. Swift noted this property is restricted to office and industrial uses. Mr. Bartelson expressed <br />concern with traffic in the area and requested that traffic mitigation measures, as contained in <br />conditions 6 and 7, be adhered to completely. Further, he stated that he does not support phasing <br />construction on Sunol Boulevard and requested that the new development not be allowed to <br />occupy the site until there is a signal light at Arlington Drive. <br /> <br />/"'. <br /> <br />Chuck Dimiceli, 6755 Arlington Drive, expressed concern with the ongoing road construction on <br />Sunol Boulevard. He noted that the incomplete road construction is creating a safety issue for <br />children riding bicycles due to the bicycle paths being inoperable. Mr. Dimiceli inquired as to <br />the timeline for the developer to finish road improvements and whether the City has leverage to <br />impose a timeline for developers for completion of public improvements. <br /> <br />Mr. Swift noted that the timeline for road construction is tied to a certificate of occupancy. <br /> <br />Mr. Dimiceli requested that the developers be required to adhere to a strict timeline for road <br />construction and that road construction not be tied to a certificate of occupancy. Mr. Dimiceli <br />inquired as to the standard time for road construction, and Mr. Grubstick responded that six to <br />nine months is the standard time. Mr. Dimiceli requested that the City require that the bicycle <br />lane be clear and functional. <br /> <br />Peter Graham, 4443 Second Street, stated he was not notified of the hearing and expressed <br />concern with development of the Kaiser site increasing traffic on Second Street due to drivers <br />utilizing it as an alternative to First Street. He noted that the project is overwhelming and will <br />adversely impact traffic and the safety of children. He noted that two accidents have occurred on <br />Second Street already this year. He requested that the Commission address these issues. <br /> <br />Rick Valente, 5075 Haven Place, expressed concern with the labor and business practices of the <br />Kaiser corporation.
