<br />r. <br /> <br />Mr. Plucker referenced his memorandum dated January 12,2000 and noted that 6E corrected a direction <br />issue southbound versus northbound; that Item 55 be required; and, additional language that would <br />allow reimbursement if the developer makes improvements located in the Cal- Trans right-of-way. <br /> <br />Discussion ensued relating to the methodology utilized in the 1997 wildlife survey update, whether there <br />is a zoning or General Plan height limit that applies, and clarification of the 50-foot buffer, present <br />height of administration building, location of cow pond, whether V-turns will be prohibited on Junipero, <br />on-site drainage, the possibility of an incentive program being offered to Silicon Valley companies that <br />relocate to this site, and whether soil remediation has been conducted. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Robert Burke, Vice-President for Kaiser, advised the Commission of the future of Kaiser in Pleasanton. <br />He provided background information of the acquisition of the site and the care Kaiser took of the site for <br />30 years. He noted his desire for the development to be utilized as a campus and that the plan offers the <br />City control over development of the site. He stated that Kaiser's goal is to identify one user for the site. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Burke noted that this site is considered an <br />industrial site and the soil has been remediated to industrial and residential standards. He stated that the <br />one area left to be remediated is the storm drain area and once the storm drain is removed, remediation <br />will be performed, except for a requirement to monitor wells. In conclusion, he expressed appreciation <br />to staff for their input and he noted that developer agrees with the condition listed. <br /> <br />r Discussion ensued relating to a 1992 request for a General Plan change of designation. <br /> <br />Joe Decredico, Kenkay Associates, noted that this property has been a source of civic pride for many <br />years and will continue to be so. He noted that the City of Pleasant on, Kaiser and the consultant team <br />have been collaborating on this project for many years. He provided an overview of the original POD <br />which contained conditions for 50 percent FAR over entire site, preservation of lake area, flexible <br />parcels within development zone, approval of Master Plan and design guidelines prior to any <br />development. He provided an overview of objectives for the site and listed the benefits of the project to <br />the City ofPleasanton, including relief of future transportation congestion, increase injobs, increased <br />tax revenues, retention of open space, access to trail system and cut-through access for school children, <br />and preservation of landscaping and trees. He commented on the design of buildings and noted that the <br />highest building is 54 feet and five inches. <br /> <br />Discussion ensued relating to style of campus, buildings blending together, architecturally, and <br />designation of a Kaiser Site Design Committee which will examine site proposals. <br /> <br />In response to an inquiry by Chairperson Roberts, Peter Agery, Civil Engineer, informed the <br />Commission that all buildings are above the 100-year flood line. He stated there is still a storm drainage <br />system on property that needs to be mitigated and there is no contamination associated with them. <br /> <br />r <br /> <br />In response to an inquiry by Commissioner Sullivan, Ted Splitter, Principal Engineer, noted that the <br />reditch will have to be excavated and he commented on the remediation efforts. Mr. Plucker noted that <br />Conditions 13 . 16 would require remediation efforts to be completed prior to development. In response <br />to an inquiry by Chairperson Roberts, Mr. Burke stated that all floors have been cored and tested around <br />PLANNING COMMISSION MINUTES January 12,2000 Page 9 <br />
