He noted that Kaiser is required under State mandates to <br />follow a closure of building process and a disclosure to any potential buyers of issues at site. <br /> <br />Peter MacDonald, 400 Main Street, Suite 210, Pleasanton, noted he is not opposed to development of <br />the site and he noted that Kaiser has been a good citizen ofPleasanton. He commented on safety issues <br />and the large volume of traffic in this area between Junipero and Sonoma and staff's recommendation to <br />not retain the median; however, he requested that if a median is retained, that a signal be installed at <br />Sonoma. <br /> <br />Rustum Broacha, 6396 Arlington Drive, expressed concern with the public notification process and <br />noted he received the notice after the first meeting was conducted. He expressed concern with the traffic <br />that will be generated from this development and increased traffic in his neighborhood. <br /> <br />Mr. Plucker noted that notification of the hearing was sent to resident within a 1000 foot radius, <br />published in the newspaper, and that neighborhood meetings were conducted. <br /> <br />Mr. Broacha requested that the Commission continue this hearing, and reissue the notification, to a <br />future date to allow more citizen participation. Mr. Broacha further expressed concern with the noise <br />this development will generate. He inquired how this development will affect the daily traffic flow, and <br />he requested that staff provide the location where the traffic volume readings were taken, and whether <br />an environmental study will be conducted to address noise issues. In conclusion, he requested this item <br />not be forwarded to the City Council until there is renotification to the public of the hearing. <br /> <br />r Christine Steiner, 596 Hamilton Way, expressed support with the project and she stated she did receive <br />notification of the project. She expressed concern with a previous Commission's decision to designate a <br />portion of the median/sidewalk to residents care in the residential development between Sycamore and <br />Arlington. She noted this area has not had the proper upkeep and requested once this area is developed <br />there be some efforts to make homeowners responsible for this area. She spoke in favor of a traffic <br />signal being installed at Arlington and Suno!. Ms. Steiner spoke in favor of Kaiser considering <br />affordable housing on site, as discussed at a Housing Commission meeting. She noted that land is <br />becoming a scarce commodity in Pleasanton. She requested that the Commission consider requiring the <br />development to provide a piece ofland for affordable housing versus placing money in a affordable <br />housing fund, as conditioned. <br /> <br />Discussion ensued relating to restrictions being placed on developing residential sites on the <br />development due to it being an industrial site and the number of people who live in Hacienda Business <br />Park that work in the development. <br /> <br />Diane Sass, 62 Hamilton Way, expressed appreciation to Kaiser for their prior maintenance of the <br />facility and responsiveness to the neighbor's concerns. She expressed concern with the number of cars <br />that will park at the proposed facility. She requested that the Commission consider reducing square <br />footage of development to reduce the number of employees and the number of cars on site. She <br />expressed concern with the amount of traffic and level of service in this area. She expressed concern <br />with 40- foot setbacks of buildings near the lake and stated buildings should not be this close to the lake. <br />She expressed concern with the noise that will be generated and that no EIR has been prepared. She <br />r- concurred with Mr. Broacha and stated she did not receive notification of the meeting until after the fact. <br />She requested that the Commission continue this meeting to a future date. <br />PLANNING COMMISSION MINUTES January 12,2000 Page 10 <br />
