Kaiser A1umiDum and Chemical COrDoration <br />ApPlicatio. for a Planned U.it Development approval for a master plan and design <br />guMlellnes that would anow for the development of up to 1.1 million square feet of <br />omcelresearch and development buildings located at 6177 Sunol Boulevard. Zoning for the <br />property is POO (planned Unit Development) - I (Industrial) District. The Planning <br />COJanUssion wiD also consider the negative declaration prepared for the project. <br /> <br />r <br /> <br />Mr. Plucker referenced a staffreport dated January 12,2000 and highlighted key areas contained in the <br />report including background information, site description, project description, proposed guidelines, <br />master development plan, design guidelines, parking, architecture, landscaping, traffic/circulation, <br />grading, utilities, and drainage, and memorandum from the Affordable Housing Commission. Mr. <br />Plucker noted that additional restrictions have been recommended for development near the lakeside <br />zone given the prominent visual location and that staff is proposing that development in the lakeside <br />zone be required to undergo a subsequent review, in conjunction with a comprehensive PUD <br />development plan for the entire site, with no parking being allowed in this area. Further, that staff is <br />recommending additional conditions to the design guidelines including increasing setbacks along Sunol <br />Boulevard, the higher the buildings are the farther the setbacks, transportation system management <br />features including bicycle racks at individual buildings to facilitate alternative forms of commuting, <br />requiring showers on fIrst floor, and electric fueling stations. <br /> <br />In conclusion, Mr. Plucker noted that staffs recommendation is that the Commission find that the <br />project would not have a signifIcant effect on the environment and adopt a resolution approving the <br />attached draft Negative Declaration; find that the Valley Avenue extension connection at Junipero Drive <br />rather than at Sycamore Road complies with the General Plan circulation goal to provide a connection to <br />Sunol Boulevard; recommend that the proposed PUD master plan is consistent with the General Plan <br />r and purposes of the PUD ordinance and; adopt a resolution recommending approval of CASE PUD-98. <br />07 to the City Council, subject to the condition shown in Exhibit "B." <br />PLANNING COMMISSION MINUTES January 12,2000 Page 8 <br />
