It shall be the role of the Community Recreation Service to provide within <br /> the City's capability any encouragement, assistance, and leadership that <br /> is appropriate to those groups working to better the Comunity Leisure <br /> ,Opportunities Program. <br /> <br /> S. The Cormunity Recreation Service will concentrate its energies in directly <br /> providing recreation programs in =hose areas where there is an inadequate <br /> existence of programs to meet the co~-nity need. <br /> <br /> C. It shall be recognized that the total Community Leisure Opportunities Pro- <br /> gram shall afford citizens of this City the opportunity to participate in <br /> adequate programs in the following recreation activity areas= <br /> <br /> 1. Open Space (Parks, City Beautiful, etc.) <br /> 2. Sports and Athletics <br /> 3. The "Ar~s" (MusiC, Drama, Paln~ing, Sculp~uring, etc.) <br /> Literature and History (Creative ~ritin~, Historical, Libraries) <br /> 5. Nature and Science (Camping~ Nature Study, and Conservation) <br /> 6. Creative Hobbies and Handicrafts <br /> 7. Social (Teen Clubs~ Senior Citizens, etc.') <br /> <br /> THE OBJECTIVES <br /> <br /> A. To supply qualified personnel to lmplementl <br /> <br /> 1. A continuous program of informal leisure education of all <br /> interested citizens. <br /> 2. The organizatiOn of neighborhood and community groups for <br /> the purpose oE establishin~ a medium for individuals to plan <br /> and carry on their own leisure activities. <br /> 3.The direct provision of facilities and activity opportunities <br /> <br /> asencins and groups to p~ovide facilities an~ activity opportunities. <br /> <br />C. To supply qualified personnel to provide: '. <br /> <br /> I. A continuous program of leadership skills training to volunteer <br /> group leaders and individuals to help maintain a constant supply <br /> of skilled people for the various phases of the community leisure <br /> program. ~ <br /> 2.I service to recruit, train, and supervise e corps of volunteers <br /> for various phases of progrs--,tng. <br /> 3.Leadership and supervision: <br /> (a) At public facilities where it is deemed necessary eo that a <br /> wholesome environment predominates durin~ the hours of use. <br /> (b) in key positions of programs that demand consistency and <br /> resularity of scheduling. <br /> <br />~ACILITY POLICY <br /> <br />I TI~ POLICY <br /> <br /> A. It shall be the City's policy to pursue an active program of park and <br /> creation facility acquisition, development, and maintenance in order to <br /> provide a high quality program for the citizens of the City. <br /> <br /> B.
