THE. OBJECTI:,~ZS <br /> <br />City Wide Parks <br />1. To provide one or more large City parks (15 acres or more) for <br /> general use by the citizenry. <br />2. To provide a budget end staff to adequately maintain such perks. <br /> <br />BJ <br /> <br />Comaunity Facilities <br />1. To provide a variety of recreation facilities thet are necessary to <br /> conduct those programs required to meet broad community needs. Such <br /> provision may be by direct ownership or by special agreements, con- <br /> tracts, leases, or other. <br />2. Such facilities may include but not be limited to'l community theaters,. <br /> auditoriums, major recreation centers, neighborhood centers, ~wimming <br /> pools and athletic fields, g~mnasiums, various types of parks, <br /> boretums, zoos, etc. <br /> <br />Community Parks <br />1. To provide e system of Comr~,nity PSrkS (10-15 acres) to serve large <br /> general regions or districts within the City. <br />2. To provide a budget and staff to adequately maintai~ such parks. <br /> <br />De <br /> <br />Neighborhood Parks <br />1. To provide a system of Neighborhood ~arks (2.5 - $ acres) to serve <br /> neighborhood living groups. Neighborhood Parks shall generally <br /> serve an area similar in size to that of each elementary school. <br />2. To provide a budget and staff to adequately maintain such parks. <br /> <br />E. Riding and Hiking Trails . . <br /> 1. It shall be City policy to develop and maintain a system of Riding and <br /> Hiking Trails within its boundaries and where possible these trails <br /> shall be integrated into the State of California and the Regional Park <br /> Districts hiking and riding trails. <br /> 2. Such t'rails will be for the purpose of pemitting horsemen, bicyclist <br /> and hikers access either through the City or in e circuit route <br /> around the City. With respect to bicycling paths, it is intended <br /> thet there is to be incorporated into the liaster Recreation Develop- <br /> ment Plan a program to allow safe travel to key points within the <br /> community. <br /> <br /> PRINCIPLES <br /> <br /> That the Community Recreation Service programs smd rules for use of park <br /> and recreetion fscilities should meet the following criteria: <br /> <br /> 1. Provide equality Of epportufiity for all, regardless of color, race <br /> <br />2. Provide e wide rsnge of individual choices in different types of <br /> activities, both passive and active. <br /> 3.Programs shall continue throughout the year and serve all ages. <br /> 4.Fsmily recreation shall be encouraged. <br /> 5. Full utilization shall be made of all existing facilities, and <br /> interested groups shall be encouraged to provide additional public <br /> facilities which ere needed. <br /> 6.Programming shall be related and coordinsted with other public, <br /> private, voluntary and commercial leisure programs. <br /> 7.Provide opportunities for individuals to practice the leisure skills <br /> and interests developed through leisure education. <br /> 8. Offer activities that will meet the needs of varying degrees of skill, <br /> aptitudes end capacities. <br /> 9.Teach leisure spills that will satisfy immediate needs end skills that <br /> csn be used continuously throughout the individual's life. <br />10. Encourage individuals and groups to provide their own activities <br /> and facilities. <br />11. Furnish outlets for the satisfaction of the desire for social <br /> relationships. <br />12. Give people who participate responsibility in the planning and control <br /> of their own activities. <br /> <br /> <br />
