ADOPTING RECREATION AND PARKS COMMISSION POLICY FOR PROGRAM, FACILITIES, PRINCIPLES AND COOPERATIVE AGENCY WHEREAS, Recreation is a basic human need and is the vol- untary and creative use of leisure, vital to the conservation and strengthening of the human resource and personality; and WHEREAS, Recreation that enhances, refreshes, or spirit; and is anything, in the use of leisure, and revitalizes the human personality WHEREAS, Community Leisure Opportunities are the total opportunities that exist within the community for the voluntary and creative use of leisure, regardless from what source they originate; and WHEREAS, The Community Recreation Service is the combination~ of those programs and facilities under the direct control of the City of Pleasanton; and WHEREAS, The Community Recreation Service is responsible to provide opportunity for the appreciation, enjoyment and education~ in the Arts, Sciences, Sports, and other endeavors for the pur- pose of the creative use of leisure, which is consistent with the~ resources and capabilities of the City; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The City Council does hereby adopt as a policy to be followed by the Recreation and Parks Con~nission, the Department of Recreation and Parks, and all City officers, in matters re- lating to program, facilities, principles and cooperative agency,, as follows: SEE EXHIBIT "A", ATTACHED HERETO AND MADE A PART HEREOF. 2.
