69) <br /> <br />maintained by Property Owner. A maintenance agreement will be a <br />satisfactory vehicle to ensure long-term maintenance of this <br />berm/landscaping. <br /> <br />b) 1-680 Soundwalls. <br /> <br />i) <br /> <br />Property Owner shall be allowed to construct a soundwall adjacent to the <br />1-680 southbound on-ramp right-of-way, as shown in Figure 6-1, Noise <br />Attenuation Diagram of the Specific Plan. Such soundwall shall be of <br />varying heights; starting at the Project's entry at Bemal Avenue/Fairway <br />Estates Drive the wail shall be 14 feet high measured from existing ground <br />surface adjacent to CalTran's right-of-way line to the top of the wall, rising <br />to 16 feet near the southbound off-ramp loop, and then 18 feet at its <br />connection to the 1-680 soandberm. This wall shall be constructed <br />commensurate with residential use in the Western Area. Landscaping at <br />least five feet in width shall be installed on the freeway side of the wall <br />and shall be maintained by a maintenance association of the Western Area <br />homeowners. <br /> <br />ii) <br /> <br />In order to further mitigate noise at the sotrdaerly end of the Western Area, <br />Property Owner may construct a berm/wall combination along the <br />southerly edge of the homes on Parcel 2. The design of such a berm/wall <br />shall be subject to review and approval by the Planning Director prior to <br />installation. The Property Owner shall prepare an updated noise analysis <br />showing the sound attenuation anticipated together with the design and <br />landscaping plan for the berm/wail. <br /> <br />c) <br /> <br />UPRR Soundwalls. Property Owner shall be allowed to construct an 8 foot high <br />soundwall~ on the east side of the UPRR railroad track right-of-way south of the <br />Valley Avenue underpass, as shown on Figure 6-1, Noise Attenuation Diagram of <br />the Specific Plan. The soundwail on the east side of the railroad tracks may be <br />constructed commensurate with any residential use within the Eastern Area. <br /> <br />Commercial Uses as a Noise Buffer. Commercial buildings shall provide noise <br />attenuation for residential uses in the northwestern portion of the Central Area. Should <br />residential use within the central.Parcel occur prior to consmaetion of the commercial <br />structures, development of such residential uses may proceed as scheduled, and noise <br />conditions shall be considered as an interim impact that does not require additional <br />mitigation. <br /> <br />Subsequent Noise Studies Required. Following construction of soundberms and <br />soundwalls as set forth in Condition 71, noise levels in certain portions of the Project are <br />projected to remain in excess of 65 db Ldn. In such areas, as shown in Figure 6-1: Noise <br />Mitigation Measures Policy Diagram of the Specific Plan, the following shall apply: <br /> <br />a) Residences with ambient noise levels of 65 dBA Ldn or higher following the <br /> <br />Conditions of Approval Page 38 of 44 August 9, 2000 <br /> <br /> <br />
