b) <br /> <br />Property Owner shall pay all legally imposed' DSRSD and Pleasanton Wastewater <br />Connection fees in effect at the time of issuance of a building permit for any uses <br />utilizing the City's sewage system. <br /> <br />J. Storm Drainage, Flood Control, and Water Quality <br /> <br />57) <br /> <br />Stormwater System. Property Owner shall be responsible for constructing on-site storm <br />drainage system improvements as shown on Exhibits 11-14; Preliminary Grading and <br />Utility Plan, to capture, detain, and convey stormWater flows off-site. Completion of <br />such improvements shall satisfy the Project's storm drainage system improvement <br />obligations except for such drainage improvement necessary to serve in-tract drainage <br />needs. Such improvements shall be constructed in a manner generally consistent with the <br />Specific Plan. <br /> <br />All improvements shall be subject to review and approval of the City Engineer. <br />Proposed improvements shall provide storm water runoff modeling, <br />demonstrating that improvements installed will be sufficient for conveying <br />upstream flows. <br /> <br />b) <br /> <br />Storm drainage system improvements shall be designed to convey storm flows <br />corresponding to the 15-year storm event without overflow into adjacent land <br />uses. City standard design criteria shall be used for all pipes, culverts or channels. <br /> <br />c) <br /> <br />Storm drainage system improvements (channels, culverts, sU~ets, open spaces, <br />detention/retention basins, and site grading) shall be designed in a comprehensive <br />manner such that no habitable buildings are subject to flooding during a FEMA <br />100-year storm event. <br /> <br />Subject to obtaining all necessary permits and approvals from jurisdictional <br />agencies, certain existing B-Line channels may be placed within a culvert or <br />relocated, as shown in Exhibit 4. Phase I improvements will only address those <br />channels impacted by the Phase I development. These channels anticipated to be <br />placed within culverts or relocated include: <br /> <br />i) <br /> <br />Line B-2-1 and B-2-2, as necessary to re-mute drainage around the <br />proposed UPRR underpass, <br /> <br />ii) <br /> <br />Line B-2-3, from the Alameda County Transportation Corridor to Line B- <br />2-1 along the UPRR railroad right-of-way, <br /> <br />iii) <br /> <br />Line B-2-1, from the Alameda County Transportation Corridor to its <br />connection with Line B-2-3, to be relocated to carry flows southward <br />along the Alameda County Transportation Corridor right-of-way within an <br />open channel to the toe of the knoll, and then placed within a culvert under <br /> <br />Conditions of Approval Page 29 of 44 August 9, 2000 <br /> <br /> <br />
