49) <br /> <br />5o) <br /> <br />52) <br /> <br />strips developed behind the street curb, speci.alized street lights not meeting City <br />design criteria, and designated alleys and other private streets. <br /> <br />Regional Traffic Fee. The Property Owner shall pay the Tri-Valley Transportation <br />Development Fee as adopted by all member agencies of the Tri-Valley Transportation <br />Commission (TVTC). Fees may be capped or otherwise modified by the Project <br />Development Agreement during the term of such agreement. <br /> <br />Transportation Systems Management. Property Owner shall make reasonable efforts <br />in the operation of the Commercial/Office Development to reduce the number of vehicle <br />trips associated with the Project, particularly during a.m. and p.m. peak periods. <br /> <br />Prior to approval of the final map for the Commercial/Office Development, <br />Property Owner shall prepare a conceptual Transportation Systems <br />Management (TSM) Plan for review and approval by the City. This plan shall be <br />prepared so as to achieve, at a minimum, the trip-generation rates used in <br />analyzing the Project in the FEIR, and it shall require participation in the City's <br />TSM Program. <br /> <br />b) <br /> <br />Upon development of the commercial/office uses of the Project, Property Owner <br />shall ensure compliance with the approved TSM Plan by commercial/office users. <br /> <br />c) <br /> <br />The Property Owner shall construct bus pull-out areas in the commercial areas of <br />the Project as required, to the specifications of the City Engineer. Transit shelters, <br />with trash receptacles, shall be installed at locations determined by the City <br />Engineer; these shall be maintained by the City. Shelters and trash receptacles <br />shall be of a design to be approved by the Planning Director prior to approval ora <br />final map including such improvements. <br /> <br />d) <br /> <br />All major connector streets and neighborhood streets as shown in Exhibits 11-14, <br />shall be constructed to allow Livermore-Amador Valley Transit Authority <br />(LAVTA) buses and/or BART shuttle buses. <br /> <br />Bicycle and Pedestrian Paths. Off-street pedestrian/bike paths and on-street bike paths <br />shall be provided as shown in the Major Pathways and Bikeways Diagram, Figure 4-6, of <br />the Specific Plan. <br /> <br />Signalized intersections shall incorporate demand activated crossings for <br />pedestrians. <br /> <br />h) <br /> <br />Finding shall be constructed along the UPRR as determined necessary by the City <br />Engineer to reduce the likelihood that pedestrians will cross the raikoad tracks to <br />reach schools, shopping centers, or other attractions. <br /> <br />Vehicle Code Enforcement in Commercial/Office Centers. The Property Owner shall <br />seek City Council approval to allow on-site enforcement of applicable provisions of the <br /> <br />Conditions of Approval Page 26 of 44 August 9, 2000 <br /> <br /> <br />
