b) <br /> <br />c) <br /> <br />d) <br /> <br />e) <br /> <br />County Fair, Good Guys Conference and Sco.ttish Games), and proper lane <br />closure procedures such as tagger stations, signage, cones and other warning <br />devices shall be practiced. No work on Bemal Avenue and no truck deliveries <br />shall be allowed during identified major Fairgrounds activities. <br /> <br />Mass grading activities shall be limited to the hours between 7:00 am and <br />6:00 p.m. Monday through Saturday, unless prior written approval is granted by <br />the City Engineer. Generally, no grading shall be allowed to_occur between <br />October 15 and April 1 of any year without prior approval of the City Engineer. <br />Grading work can occur throughout the year if weather conditions permit and <br />appropriate erosion control/storm water quality measures are in place, subject to <br />approval of the City Engineer. <br /> <br />All internal combustion engines on grading or construction equipment used at the <br />Project shall be equipped with a muffler equal to or better than that supplied by <br />the vehicle manufacturer. All equipment shall be maintained in good mechanical <br />condition so as to minimize noise and air pollution from faulty engine, drive train, <br />and other components. No muffler or exhaust system shall be equipped with <br />cutout, bypass, or similar device intended to thwart quieting. <br /> <br />Trash, construction debris, or construction materials shall not be allowed off-site, <br />in creek areas, or near significant vegetation during any phase of development of <br />the Project. Property Owner shall clean up trash or construction debris prior to <br />acceptance of improvements by City. <br /> <br />Dust control best management practices, as approved by the City Engineer, shall <br />be followed at all times during grading and construction operations. Such <br />measures may include watering of exposed surfaces twice a day, and more <br />frequent watering when wind speeds exceed 15 mph; covering of stockpiled earth; <br />covering of macks hauling dirt if windy conditions prevail. <br /> <br />F. Cultural Resources <br /> <br />41) <br /> <br />Cultural Resources Survey. Property Owner shall conduct a cultural resources survey <br />of the Project site prior to issuance ora grading permit for mass grading this site. The <br />purpose of such survey will be to identify any potential surface indicators of historic or <br />pre-historic sites. This survey shall be conducted by a qualified archaeologist, walking <br />transects no more than 30 meters apart. <br /> <br />42) <br /> <br />Mitigation/Remediation. Currently known sites, or sites which may be discovered <br />during future survey or monitoring activities, should either be avoided or appropriately <br />mitigated. <br /> <br />Two (2) cultural resources sites are currently known to exist within the Project <br />site. Land uses proposed for these sites shall attempt to preserve known resources <br /> <br />Conditions of Approval Page 20 of 44 August 9, 2000 <br /> <br /> <br />
