impede visibility. In addition, the development proposed in the West Parcel is <br />substantially set-back from Bemal Avenue by additional currently unplanned future <br />public space. These arrangements, in conjunction with the civic use on Parcel 12, all <br />emphasize public space along Bernal and enhance views toward the south. <br /> <br /> b. The PUD contain policies and conditions which govern the project's land use <br />configuration so as to maximize public space frontage along Bemal Avenue while also <br />providing views both into and out of the site. <br /> <br /> c. Subsequent discretionary City review of the currently unplanned future <br />public spaces will allow the opportunity for the City to incorporate measures N3b and <br />N3e into subsequent approvals, after additional environmental review as part of Phase <br />II. <br /> <br />3. Impact N4. Proposed grading of the knoll would adversely affect its visual quality <br />(Cooperative Plan). <br /> <br />Me~sure N4. The PUD provides for preservation of the oak tree-studded knoll on the East <br />Parcel as a neighborhood / special use park which will maintain the knoll as a key <br />focal point for both Case Avenue and southbound 1-680 traffic. The PUD further <br />requires grading oftbe knoll to be minimized. <br /> <br /> c. PUD Conditions also require preservation of the knoll and the existing oak <br />trees.
