Memure N2. The Valley Avenue crossing of the Union Pacific railroad should be <br />constructed as an undercrossing to avoid impairing views from 1-680 or introducing an <br />out-of-scale bridge structure into a residential,development context. <br /> <br />F'n_j_~[[~: Changes or alterations have been required in, or incorporated into, the <br />Projgct which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />F~ct~ in Supnort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. The general alignment of Valley Avenue depicted in the Greenbriar Project <br />PUD Phase I has Valley Avenue crossing the UPRR tracks in an underpass. By <br />incorporating the rail crossing as an underpass, the plan avoids both the noise and <br />visual impacts associated with an overcrossing and the noise and safety problems of an <br />at-grade crossing. <br /> <br />b. PUD Exhibit __ shows the required underpass configuration. <br /> <br />2. ~. Development structures and fencing would reduce visibility into and <br />beyond the site and diminish the availability of distant views from Bernal Avenue. <br />(Cooperative Plan, Preferred Plan, and Alternative 2) <br /> <br />Measure N3a. Configure land use on the site so as to provide substantial open space <br />frontage along Bernal Avenue. <br /> <br />Me~sure N3b. Site buildings along the Bemal Avenue right-of-way in a manner that <br />allOWs views into and beyond the site. <br /> <br />Measure N3c. Where security fencing is needed along Bemal Avenue (primarily <br />along the golf course, to control access, and along active recreational areas, for public <br />safety), utilize a type of fencing that allows for views into and through the site. <br /> <br />~: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fa~ in Su_vnort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. Under the Greenbriar Project Phase I plan, the majority of the northern <br />border of the Central Parcel along Bernal Avenue is currently unplanned future public <br />space.
