b. The City has developed standard regulations and procedures for limiting
consln~ction noise which will apply tq ,thisi~rojcc~t.

. c. The PUD implements the Mitigation Measures by requiring a construction
noise!management plan and by limiting construction hours. The City will review this
plan to ensure that construction activities are limited for each development unit.

I~. Cultural Resources

1. Impact MI. Potential for future development of the study area to disturb cultural
resources not yet identified.

Measure Mla. Prior to approval of any grading or development plans, including
infra~'uoture plans, complete an intensive cultural resources survey of the study area.

Measttre Mlb. In the portions of the project area not currently known to contain
archeg)logical resources, grading and site preparation activities will be subject to
monitoring by a qualified archeologist.

Measure Mlc. If archaeological resources are identified during mass site grading and
preparation activities, the archaeologist shall recommend actions to identify and
protect potential resources for implementation during subsequent site-specific grading.

Finding: Cbamges or alterations have been required in, or incorporated into, the
Project which avoid or substantially lessen the significant environmental effect
identified in the Final EIR to a less than significant level.

F~tcts in Su_ _~)ort of Finding: The impact will be avoided or reduced based on the
following:

a. Given the high archaeological potential of the area, and the inability to
complete a survey of the entire Project site because of crop growth, it is possible
additional historic or prehistoric resources may exist on=site. PUD Condition
requires a completed cultural resources survey of the project site prior to the issuance
ofa &)adingpermit for either the West Parcel or the Village Commons in thc Central
Parcel. The survey will identify potential surface indicators of historic or pre=historic
sites, and must be conducted by a qualified archaeologist, walking transects no more
than 30 meters apart. Compliance with this condition protects against inadvertent
damage to undiscovered cultural resources because demarcating indicators (if any are
found) will result in grading activities either avoiding those areas, or implementation
of further mitigation through a Resource Recovery Plan. This type of investigation
provides clearance=level coverage for the site.
