b. PUD Condition addresses mitigation for sites which may be discovered <br />durMg futu~ survey or monitoring activities and recommends they either be avoided <br />or appropriately mitigated through a Resource Recovery Plan that meets appropriate <br />professional, City and State standards. The purpose of the Plan is to guide the <br />gatherMg of a sufficient quantity and variety of data at identified sites. The Resource <br />Recovery Plan must be approved prior to any grading (or construction-related) <br />activities. For those areas set aside for later investigation, no construction may occur <br />until the investigation is completed. Should human remains or a burial site be <br />discovered, the Propen'y Owner will consult with the City and tribal representatives to <br />determine the appropriate disposition of findings. Compliance with PUD Condition <br /> will ensure the integrity of any, as yet, undiscovered archaeological sites either <br />by aVoiding them, or identifying further mitigation in the Resource Recovery Plan. <br />Documentation of the findings will ensure they are recorded and handled in <br />accordance with established standards. <br /> <br />2. ~.ill!C~. Potential for future development of the Project area to disturb <br />identified sites or resources. <br /> <br />Me~sure M2. Assure the protection of important cultural resources during site <br />planning and development. <br /> <br />.~qili_qg: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fa9~s in Su_~nort of Findim~: The impact will be avoided or reduced based on the <br />follOwing: <br /> <br /> a. Grading and construction-related activities could have a potentially adverse <br />effect on the two known prehistoric sites. One of the two sites (located on Parcel 25) <br />is designated open space which, the FEIR points out, is compatible withpreservation <br />of cultural resources. For this site, "capping" is an effective mitigation strategy <br />because the site will remain undisturbed. <br /> <br /> b. The PUD includes Cultural Resources policies that require known cultural <br />resources to be protected by avoidance or "capping"; preparation of a Resources <br />Recovery Plan for sites that will be disturbed; an intensive cultural resource survey to <br />identify the extent and depth of known cultural resource sites; avoidance of resources <br />near the Bernal bridge by designating the site as a neighborhood park; and "capping" <br />the resources in the southeast quadrant of the 1-6g0/Bernal interchange. <br /> <br />39 <br /> <br /> <br />
