II. IMPACTS FOUND TO BE MITIGATED TO
A LESS THAN SIGNIFICANT LEVEL

These findings identify those impacts that, with mitigation determined to be feasible,
can be reduced to a loss than significant level.

A. Land Use

1. I_tlIP_!!gJ__~.. Potential for conflict between off-site land uses and on-site land uses.

MeaSure Ala. Apply appropriate City land use regulations and development controls
to minimize potential conflicts.

Measure Alb. Require that developers of residential property east of Case Avenue
inclufle disclosure of nearby industrial / commercial uses in their sales and contract
materials. (For Alternative A and Alternative B~)

Messure Alc. Along the eastern perimeter of the project site south of Junipero
Aveaue, incorporate imo the plan measures to accomplish visual separation between
uses on the East Parcel and uses beyond, including uses in the Alameda County
TranSportation Corridor site and industrial uses farther east. (For Alternative A and
Alternative B.)

~: Changes or alterations have been required in, or incorporated into, the
Project which avoid or substantially lessen the significant environmental effect
identified in the Final EIR to a less than significant level.

Facta in Sum)ort of Findimt: The impact will be avoided or reduced based on thc
follo~ving:

a~ Through careful site planning and project design, the Greenbriar Plan avoids,
to a large extent, incompatible on-site and off-site land uses. The Phase I mix of uses
on-site complies with the Pleasanton General Plan and nco-traditional planning
principles determined to be appropriate for this site. Where different uses are situated
adjacent to one another on the Bernal Property, PUD Condition requires the City
to minimize land usc conflicts between adjoining uses and requires the developer to
disclose to future residents conditions that could cause land use conflicts.

b. When the public uses in Phase II are being formulated for the currently
unplanned public space, site planning and project design will also be incorporated to
minimize this impact. In addition, further environmental review will occur prior to
approval of any uses in Phase II.

2
