Findings Related to Environmental Review and Project Approval <br /> <br /> Greenbriar Project Bernal Property <br /> <br />Development Agreement, Prezoning, Planned Unit Development, <br /> Design Review and Other Related Actions <br /> <br />I. INTRODUCTION <br /> <br />The Final EIR was certified by the City Council on February 15, 2000 by Resolution <br />No. 00-013. The Final EIR analyzed four alternative plans: the Cooperative Plan, the <br />Preferred Plan, the No Golf Course Plan, the Alameda County Specific Plan. <br /> <br />In response to comments received following publication of the Draft BIIL the <br />Preferred Plan was refined into the June 1997 Draft Specific Plan, and which was <br />subsequently modified in the September 1998 Draft Specific Plan. After the Final EIR <br />was certified by the City Council, the Preferred Plan was set aside in November of <br />1999 to allow the Measure I process to go forward. The Measure I process proposed <br />to have the City purchase most of the site for future public uses, allow 374 units on the <br />Bastem Parcel (about 35 acres), and 750,000 square feet of commercial / office on the <br />cenlral parcel (about 37 acres). At the March 2000 election, Measure I failed to obtain <br />the votes needed for passage. <br /> <br />Aider the March election, San Francisco chose to option the property to a developer <br />wh° would follow the Measure I project plans. Greanbriar Homes has proposed to <br />develop Phase I of the project (the private development portion) eousisting of: 745,000 <br />square feet of office and 5,000 square feet of retail on about 40.5 acres; 100 apartment <br />units on 4.9 acres; and 581 housing units (including affordable units) on __ acres. <br />Greenbfiar has proposed three alternatives for its project, depending upon its ability to <br />receive entitlements to develop housing on the East Parcel. The City will take title to <br />the remaining 320 acres. This public property will be developed in the furore as part <br />of Phase II, which will include community input and additional environmental review. <br /> <br /> <br />
