Facts in Sunoort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. Construction air quality impacTM resUl{ from dust generated by equipment <br />and vehicles. Although short-term impacts may be considered significant, these <br />impacts will be temporary. The dust control plan will include the following basic <br />control measures: (1) water all active construction areas at least twice dally or as <br />necessary to minimize dust; (2) pave, apply water three times daily, or apply (non- <br />toxic) soil stabilizers on all unpaved access roads, parking areas and staging areas at <br />construction sites; (3) sweep daily (with water sweepers) all paved access roads, <br />parking areas and staging areas at construction sites or as necessary to minimize dust; <br />(4) sweep streets daily with water sweepers if visible soil material is carried onto <br />adjacent public streets; (5) hydroseed or apply (non-toxic) soil stabilizers to inactive <br />construction areas (previously-graded areas inactive for 10 days or more); (6) enclose, <br />cover, water twice daily or apply (non-toxic) soil binders to exposed stockpiles (dirt, <br />sand, etc.); (7) limit traffic speeds on unpaved roads to 15 mph; (8) install sandbags or <br />other erosion control measures to prevent silt runoffto public roadways; (9) replant <br />vegetation in disturbed areas as quickly as possible; (10) install wheel washers for all <br />exiting trucks, or wash offthe tires or tracks of all trucks and equipment leaving the <br />site; (11) install windbreaks, or plant trees/vegetative wind breaks at windward side(s) <br />of construction areas; and (12) suspend excavation and grading activity when winds <br />(instantaneous gusts) exceed 25 mph, and limit the area subject to excavation, grading <br />and other construction activity at any one time. <br /> <br /> b. Condition of the PUD requires adherence to dust control Best <br />Management Practices to control construction-related dust emissions during all phases <br />of construction. These BMPs must be approved by the City Engineer and followed at <br />all times during grading and construction operations. These practices may include <br />watering exposed surfaces at least twice a day, with a possibility of more frequent <br />watering when wind speeds exceed 15 mph; covering of stockpiled earth; and covering <br />of trucks hauling dirt if windy conditions prevail. <br /> <br />J.
