16. ~. Street design that includes roundabouts and traffic circles would <br />creale the potential for bike and pedestrian c~flicts with motor vehicles. (Preferred <br />Plan) " <br /> <br />Measure J7c(1). Design the traffic roundabouts according to the recommended ITE <br />practices and aexxmmodate traffic flows at 15 to 20 mph. Place "Yield" signs at the <br />approaches to the roundabouts and provide clearly marked pedestrian crosswalks. <br /> <br />Measure $7c(2). Design traffic circles to have appropriate dimensions and traffic <br />control signage for bicycle safety. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the si~,nificant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fact~ in Sun~ort of Findine: The impact will be avoided or reduced based un the <br />following: <br /> <br /> a. This impact is similar to impact JSe described above. Mitigation Measure <br />J7c(1) is identical to Mitigation J5e and the findings thereunder are incorporated by <br />reference. <br /> <br /> b. Mitigation Measure $7c(2) wilt be implemented through Master PUD <br />Condition __ requiring appropriate dimensions and signage for bicycles at traffic <br />circles. <br /> <br />17. Impact J7d. Potential for conflicts between free-flowing vehicular traffic at the <br />Bernal Avenue ramps to/from 1-680 and bicycle/pedestrian traffic on the Bemal <br />Avenue bike lane/sidewalk., <br /> <br />Mea,ure J7d(1). Direct pedestrian movements to one side 0fBemal Avenue only to <br />minimize crossing of freeway ramps. <br /> <br />Measure J7d(2). Construct dual right-turn lane freeway ramps to include a signalized <br />"demand-activated" crossing for pedestrians and bicyclists. <br /> <br />Measure J7d(3). During interchange redesign, consider designs that direct bicycle <br />traffic to use sidewalks through the Bemal Avenue interchange. <br /> <br />31 <br /> <br /> <br />
