Provide the necessary traffic controls to maintain safe bicycle and <br />pedeStrian circulation along Bernal Avenue through the 1-680 interchange area. <br /> <br />F~_.~[t~g: Changes or alterations have been required in, or incorporated into, the <br />proj~t which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fl~ilt in Su_~ort of Findim,: The impact will be avoided or reduced based on the <br />follO~ving: <br /> <br />a. PUD Condition includes an off-street Class I bike path. <br /> <br /> b. PUD Condition __ limits pedestrians to one side of Bernal Avenue and <br />ensul~s that sidewalks are wide enough to allow two-way usage so that bikes may use <br />the sidewalks through the interchange. Condition provides demand-activated <br />crossing at signalized intersections along Bemal Avenue. <br /> <br />15. ~[m_nact J7b. Development of any Central or East Parcel residential use that occurs <br />prior to the proposed grade separation would create the potential for pedestrian <br />conflicts, especially involving school children, with the Union Pacific railroad tracks. <br /> <br />Mitigation ~asure: <br /> <br />Measure J7b. If residential development occurs on the Central or East Parcel before <br />the ~ade separation between Valley Avenue (Cooperative Plan) or Junipero Street <br />(Pre~rred Plan) and the UPRR tracks is in place, construct fencing along the Union <br />Pacific railroad tracks through the project site to reduce the likelihood that school <br />children will cross the tracks to get to the existing and proposed schools along Case <br />Avenue. <br /> <br />Finding: Changes or alterations have been required in,. or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fact~ in Support of Findim,: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. PUD Condition __. requires a fence along the UPRR that will prevent <br />children fxom crossing the tracks. Until the underpass is constructed, this fence will <br />mitisate this potential impact. The G-reenbdar Project Development Agreement <br />requires the developer to construct the undererossing when 50% of the total units in <br />Phase I are constructed. <br /> <br />3O <br /> <br /> <br />
