F~ts in Su__t~ort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. The G-reenbriar Project will Construct a revised circulation plan;around the <br />Village Common to serve the commercial site. Because of the reduction in residential <br />units in the Central Parcel, traffic volumes around the Village Commons will also be <br />reduced. A signalized intersection access to Bemal Avenue will be provided as part of <br />Phase I. These is no need for the internal connector road between the Pleasanton <br />Avenue Extension and the Mid Access Road because these circulation improvements <br />are not being constructed because that part of the Central Parcel is for currently <br />unplanned future public uses. <br /> <br />11. Imnact J5e. Roundabouts in the circulation plan, if not properly designed, could <br />cause driver confusion with respect to fight-of-way and cause adverse effects on traffic <br />safety, emergency vehicle aceess/respouse times, transit bus circulation, and delivery <br />vehicle circulation. (Preferred Plan) <br /> <br />Mea,nure J5e. Design the traffic roundabouts according to the recommended ITE <br />practices and accommodate traffic flows at 15 to 20 mph. Place "Yiel~d" signs at the <br />approaches to the roundabouts and provide clearly marked pedestrian crosswalks. <br /> <br />F_il!flio_g: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level <br /> <br />Fact~ in Sunuort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. PUD Condition will ensure that the final design of the roundabouts will <br />be reviewed to accommodate safe speeds, safe pedestrian movements, adequate fire <br />response time, adequate sight visibility and other safety measures. If it is determined <br />that these considerations cannot be satisfactorily met, then an alternative design will be <br />implemented. <br /> <br />12. ]~. Street cross-sections for some rOad segments on the West Parcel are <br />incOasistent with circulation needs. (Preferred Plan) <br /> <br />Measure J5f. Design street cross-sections for the commercial/civic/residential <br />coml~onent of the West Parcel to conform to connector road standards rather than <br />neighborhood street standards. <br /> <br />28 <br /> <br /> <br />
