PUD Condition will ensure that traffic signals are appropriately <br />coordinated with the fairgrounds and Condition will ensure that traffic signals <br />are coordinated to minimize delays to through traffic on Bemal Avenue. These are <br />standard traffic engineering procedures that have been shown to be effective in <br />minimizing impacts ~om new signalization and the project traffic impacts on Bemal <br />Avenue. <br /> <br />8. ~. Existing mature trees within the Bemal Avenue median could limit <br />sight distances at the signalized access points to/from Bemal Avenue and could limit <br />the design of left-mm access to the Central Parcel. <br /> <br />~easure: <br /> <br />Measure JSb. Design the signalized access points on Bemal Avenue so as to <br />maximize sight distance and minimize damage to the median trees. <br /> <br />Findina: Changes or alterations have' been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fac~ in Su~_ oort of Findinm The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. All new traffic and circulation improvements must meet PUD req~rements <br />and the City standards for safety. Final designs for these improvements will be <br />reviewed by the City engineer thereby ensuring that new intersections will be <br />constructed to provide adequate sight distances. <br /> <br /> b. PUD Condition ~ allows removing a limited number of trees in the <br />median to ensure that sight distances will be safely maintained, but requires retention <br />of as many median trees as feasible. <br /> <br />26 <br /> <br /> <br />
