Design residential deVelo~ment 0fl the Central Parcel so that it does not <br />have direct driveway access onto streets that have traffic volume greater than 3,000 <br />vehicles per day or implement Measure JSc, <br /> <br />F__im : Chan es or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />F~cts in Sun~ort of Findings: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. The Oreenbriar Project, Phase I, has substantially reduced the number of <br />residential Units in the Central Parcel. The PUD Plan provides for looped streets <br />whi~ feed onto Valley Avenue. With the commensurate reduction in traffic volume <br />generated l~y Phase I, residential units will not have direct driveway access onto streets <br />with traffic volumes greater than 3,000 vehicles per day. If further study of such <br />streets during the consideration of Phase II uses results in such impact, the mitigation <br />measures in JSc will be considered in conjunction with further environmental review <br />of Phase II. <br /> <br />6. Imt~ct J4c. Traffic levels would exceed residential street capacity on <br />neighborhood streets in the East Parcel. <br /> <br />Measure J4c. Design residential development on the East Parcel so that it does not <br />front directly on to JuniPero Street between the Union Pacific railroad tracks and Case <br />Avenue. <br /> <br />F~din~: Changes or alterations have been t~luired in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level <br /> <br />Facts in Sumtmrt of Findings: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a.
