Find~: Changes or alterations have been required in, or incoq~orated into, the <br />project which avoid or substantially less~ the s!~gnificant environmental effect <br />identified in the Final EIR to a less ~'~l~|~mt level. <br /> <br />Fact~ in Support of Finding: The impact will be avoided or reduced based on the <br />follo~ving: <br /> <br /> a. PUD Condition will ensure that an additional lane is added to the <br />northbound on-ramp resulting in acceptable conditions under future scenarios with the <br />Project and cumulative development as documented in FEIR Table 63. In addition, <br />the Oreenbriar Project Phase I proposes fewer residential units than the Cooperative <br />Plan or the Preferred Plan, so traffic impacts will also be reduced. <br /> <br /> b. PUD Condition will ensure that when the 1-680 southbound off-ramp is <br />projected to reach LOS E or exceed the capacity of the existing off-ramp, <br />improvements will be constructed to increase the capacity of this off-ramp to maintain <br />LOS D levels under future scenarios with the Project and cumulative as documented in <br />FEIR Table 63. Pursuant to the Development Agreement, Greenbriar will pay $15 <br />million towards such interchange improvements. <br /> <br />4. ~. Traffic levels would exceed residential street capacity on the West <br />Parcel access road from Bemal Avenue south through the northernmost residential <br />subdivision. <br /> <br />Measure J4a. Design residential development on the West Parcel so that it does not <br />have direct~ driveway access onto streets that have traffic volume greater than 3,000 <br />vehicles per day. <br /> <br />~: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Faq~s in Su~_ vort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. PUD Condition requires a looped street pattern to maintain average <br />dally traffic at 3,000 ADT or less so that dire~t d~iveway access from these roads can <br />be safely maintained. A looped street will distribute traffic such that this impact will <br />be avoided. <br /> <br />5. ~.
