The Development Agreement and PUD Condition __ requires the project <br />will provide up to $15 million for widening the fight mm lanes from Bemal Avenue to <br />the northbound on-ramp in the mid-!to longaam~, when determined necessary by the <br />City. With this improvement, even with the Project and cumulative development, the <br />inte~eetion will operate at LOS C in the A.M. peak and LOS D in the P.M. peak under <br />the "without West Los Positas Interchange" scenario and at LOS C during both peak <br />periods under the "with West Los Positas Interchange" scenario. In addition, the <br />Gree~bfiar Project Phase I proposes fewer residential units than the Cooperative Plan <br />or the Preferred Plan, so traffic impacts will also be reduced. <br /> <br />2. ~. Project traffic would contribute to traffic volumes on Bernal Avenue <br />through the Pleasanton Avenue intersection, potentially inhibiting access from <br />Pleasanton Avenue to Bernal Avenue. <br /> <br />None. <br /> <br />F__i~: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Facts in Sm>port of Findinff: The impact will be avoided or reduced based on the <br />follOwing: <br /> a. The G-reenhriar Project does not propose any development in the north <br />eastern portion of the Central Parcel by Pleasanton Avenue. Therefore, no traffic <br />signal is proposed to be installed with Phase I. If, during the Phase II consideration of <br />uses for the currently unplanned public space; development is considered for this area, <br />further environmental review will be conducted at this time to determine if a traffic <br />signal or other transportation improvements are needed. <br /> <br />3. ~llll~. Project traffic would contribute to traffic volumes at the 1-650 <br />northbound on-ramp and southbound off-ramp, contributing to unacceptable ramp <br />service levels during the AM and PM peak hours. <br /> <br />Me,sore J2a. Improve the I=650 northbound on-ramp at Bemal Avenue from one lane <br />to two lanes, subject to a reimbursement agreement with the City of Pleasanton; if the <br />City has sufficient funds available when the improvement is needed, then the project <br />sponsor may fund only the project's fair share of the improvement. <br /> <br />Measure J2b. Improve the 1-680 southbound off-ramp when the 1-680/Bernal Avenue <br />intersection is projected to reach-LOS E, or when the offramp volumes are projected to <br />exceed the capacity of the single offmmp (comprising 1,800 vehicles/hour) based on <br />the City's annual short-term traffic forecast. <br /> <br />23 <br /> <br /> <br />
