Facts in Supnort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. The Greenbriar Project includes elements that minimize conflicts between <br />trail use and adjacent residential development include setbacks, fencing or other <br />barriers, and/or landscaping. As Phase II is considered, further environmental review <br />oftbe 320 acres of currently unplanned public space will take this mitigation measure <br />into consideration when planning future Phase II public uses. <br /> <br /> b. The Crreenbriar Project provides a setback for the potential regional trail <br />along the Arroyo de la Laguna from the residential units in the West Parcel. In fact, <br />these units are surrounded by acres of currently unplanned public space. Additionally, <br />the Greenbriar Project will accommodate a regional trail adjacent to the ACTC. The <br />Specific Plan provides a trail link via the B-2-1 channel, UPRR underpass, and <br />connection to ACTC via Junipero Street. This trail fight-of-way will be dedicated to <br />the City in conjunction with the Project. <br /> <br /> c. Condition of the PUD requires the Property Owner to provide an <br />easement on Parcel 28 for use as a regional trail, and the implementation of <br />landscaping, fencing or other appropriate buffers to minimize conflicts between trail <br />use &nd adjacent private uses. <br /> <br />H. Tra~*sportation and Circulation <br /> <br />1. llgll~d.I~. Project traffic would contribute to traffic volumes at the 1-680 <br />northbound off-ramp/Bernal Avenue intersection resulting in LOS E and F during the <br />AM and PM peak hours, respectively. <br /> <br />Measure Jla. Improve the 1-680 northbound onramp when the 1-680 northbound <br />offramp/onramp intersection with Bernal Avenue is projected to reach LOS E, based <br />on the City's annual sbort-term traffic forecast. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fac~s in Support of Findimt: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. This intersection has been signalized by another developer; as part of the <br />Development Agreement, Greenbriar will reimburse 50% of its cost.
