F_~: Changes or alterations have been required in, or incorporated into, the
Project which avoid or substantially le~ me significant environmental effect
identified in thc Final EIR to a less ~ slgnificimt level.
Faet~ in Sutmort of Findinl: The impact will be avoided or reduced based on the
following:
a. By General Plan policy, the City has determined that unsprinldcred buildings
meet the City's acceptable risk and service provision policies if they are wJthln a five-
mince response time. Measure G2a, equipping all habitable structures larger than 500
squ~e feet with automatic sprinklers, is therefore rejected. All buildings over 8,000
squ~re feet, including multi-family and commercial structures, will be equipped with
automatic sprinkler systems. All buildings determined to be outside the five-minute
response zone for the new fire station also will require sprinklers or alternative means
satisfactory to the Fire Chief(PUD Condition .). The findings Under Impact G1
are incorporated by reference.
b. The PUD provides that all street improvements are to be installed to allow
satisfactory response from existing fire service locations, and from the new station
when it becomes operational. All roads into and within the Planning Area are to be
available for public access. Traffic calming features are to be designed to allow
emergency vehicle access. The Planning Area will not have gated roadways that
restrict public access or hinder fire protection response capabilities.

c. PUD Condition , requires that all public and private streets, driveways,
aisles and alleys designated as fire lanes must be maintained in accordance with the
Uniform Fire Code, and all roads on the site must be accessible at all times from the
start of construction Until the Project is completed.
d. Phase I has sited a 1-acre fire and emergency services station in the Central
Par'gel, adjacent to Bernal Avenue, near the Village Commons. This site has been
selected because it provides convenient access to Valley Avenue north of Bernal
Avenue, and to southeast Pleasanton.

G. Public Services: Park~ and Community Services
1. ]l~.ll~_~: Potential for interference with the location of a 35-acre community
pa~k on the Bernal property.

Mellsure H1. Provide an. option for the City to expand the 20-acre community park to
up to 35 acres, as provided by the General Plan, in a contiguous, appropriately-
co~lifigured parcel.

19
