Finding: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than Significant level. <br /> <br />Fact~ in Sun,oft of Findin£: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. The Greenbriar Proje~ Phase I no longer provides for a community park. <br />Instead, the City will receive 320 acres for cun-ently unplanned future uses, which may <br />include a community park. Phase I of the Greenbriar Project has been sited to <br />maximize the usefulness of the 320 acres being received by the City, In the Central <br />Paroel, there are sufficient sites to locate a 35 acre community park, if included in the <br />future as par~ of the Phase II development. <br /> <br /> b. Thc General Plan reference to a 35-acre park is not mandatory; it is <br />illustrative of where potential community parks meeting Citywidc community park <br />acreage could bc located. <br /> <br />2. ~g.]~. Potential for inappropriately-located, -sized, or -configured <br />neighborhood parks. <br /> <br />Measure H2a. Assure that neighborhood parks, or neighborhood park-type <br />improvements in community parks, are located within one-half mite of all residential <br /> <br />Measure H2b. Provide neighborhood parks of satisfactory size and shape unless the <br />City finds that alternative, smaller parks satisfy its requirements for meeting <br />neighborhood park needs. <br /> <br />~: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fact~ in Support of Findine: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. In Phase I of the Greenbriar Project, a 5 acre neighborhood park will be <br />located in the West Parcel and will be easily accessible to residents in the West Parcel. <br />In the East Parcel, the knoll area will be an 1 $ acre neighborhood / special use park, <br />whi~i~ will serve the housing units in the East Parcel under Alternatives A and B. <br />(Under Alternative C, there will be no housing units in the East Parcel.) The <br />residential units in the Central Parcel are served by the 0.9 acre Village Common. As <br />part of Phase II, the 320 acres of currently unplanned public space may be considered <br /> <br />2O <br /> <br /> <br />
