3. Impact E3. Cumulative increase in middle school enrollment exceeding ideal <br />school district capacity in existing schools. <br /> <br />Mea~mre E3. Development in the project area shall pay school impact fees to the <br />School District at the same rate as other properties in the City of Pleasanton, subject to <br />agre~'ment between the School District and Master Developer giving consideration to <br />the designation and acquisition of a school site. <br /> <br />~: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />ider~ified in the Final EIR to a less than significant level. <br /> <br />Fact~ in Suonort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> <br /> a. As required by PUD Condition , payment of school impact fees to the <br />District will help finance the construction of a new school. Per Senate Bill 50, <br />payment of school fees is full mitigation of a project's impacts on schools. <br /> <br /> b. Greenbriar has agreed to participate in a funding agreement with the PUSD <br />(e.g. the "Flat Fee Agreement"). This addresses Mitigation Measure E3. The new <br />(third) middle school is now under construction and will be open in fall, 2000, before <br />any project-generated students arrive. The three middle schools are projected to be <br />sufficient to house future city needs for middle school capacity. <br /> <br />4. Impact E4. Potential for safety, noise, and/or attendance area conflicts related to <br />location of school facilities. <br /> <br />Miff ~ation Measures: <br /> <br />Measure E4a. In developing and operating the elementary school, the PUSD should: <br /> <br /> (1) Prepare a circulation plan for the school site that would avoid queuing of <br />vehicles on Case Avenue by providing for adequate on-site queuing areas for both <br />drop-off and pickup of students; <br /> <br />(2) Prohibit parking along Case Avenue adjacent to the elementary school; and <br /> <br /> (3) Commit to offset school start times ofthe middle and elementary schools <br />by 15 to 30 minutes. <br /> <br />16 <br /> <br /> <br />
