Meagre E2a. Prior to adoption of the development agreement for the area, reserve a
five-~o-ten acre site for an elementary school.

Measure E2b. The Property Owner shall make the elementary school site available for
purchase by the Pleasanton Unified School District (PUSD) when the District
detemfines the school site is needed. If the PUSD should have insufficient funds to
purc~sse the site at the time it determines the school is needed, then the Property
Owner and the PUSD shall negotiate the manner and terms for early conveyance of
this property, which would allow PUSD to acquire the property.
Measure E2c. Project sponsor shall seek agreement with PUSD, and City shall urge
PUSD, to build a new elementary school that provides, at a minimum, the core
facilities and classrooms required to s~ve a student population of 300 so that the
school is operational when the number of elementary school students living in the
project area reaches 300, using the site dedicated by the project and the impact fees
paid as development occurs.

Measure E2d. Build infi'astructure to serve the school site in a timely manner.
~: Changes or alterations have been required in, or incorporated into, the
project which avoid or substantially lessen the significant environmental effect
identified in the Final EIR to a less than significant level.
F~_~_ in Su~ort of Finding: The impact will be avoided or reduced based~on the
following:

a. The PUSD has already purchased, and is currently constructing, an
elementary school on an 11.2 acre site. Its opening, with a capacity of 600-650
students in the fall of 2000 will precede occupancy of any project homes. The site is
adjacent to Case Avenue where infi-astructure was already available.
b. Because the number of residential units prOPosed in the Greenbriar Project
(approximately $ 81 units) is far less than proposed under the Preferred Plan (up to
1,900 units), the number of projected elementary school aged children generated by
the Greenbriar Project will be substantially reduced. Using an average of 0.46
students per household in all grade levels, the Greenbriar Project will generate an
estimated 26'/students in all grade levels. The capacity 0fth¢ elementary school
currently under construction on the property will have a capacity of 600-650 students,
which will far exceed the number generated by the project. In addition, the school is
projected to open in Fall 2000, before any residential units on the property are
proposed to be occupied.
c. The 11.2-acre school site has all needed infrastructure readily available to it.

15
