Miti_~ati~ Measures: <br /> <br />Measure Ela. Development in the project area shall pay school impact fees to the <br />School District at the same rate as other properties in the City of Pleasanton, subject to <br />agreement between the School District and Master Developer giving consideration to <br />the ~signation and acquisition of a school site. <br /> <br />Measure Eib. Project sponsor shall seek agreement with PUSD, and City shall urge <br />PUSD, to build a new elementary school that provides, at a minimum, the core <br />facilities and classrooms required to serve a student population of 300 so that project <br />elementary students do not cause enrollment at then-existing elementary schools to <br />exceed their ideal capacities, using the site dedicated by the project and the impact fees <br />paid as development occurs. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br /> <br />Fact~ in Su~ort of Finding: <br /> <br /> a. PUD Condition requires that Greenbriar pay school impact fees to <br />PUSD at the same rate as other properties in Pleasanton. These fees include a separate <br />fee program for residential uses, and one for commercial or other non-residential uses. <br />Per senate Bill 50, payment of school fees is full mitigation of a project's impacts on <br />schools. <br /> <br /> b. G-reenbriar has agreed to participate in a funding agreement (e.g, the "Flat <br />Fee Agreement") with the PUSD which addresses funding of new school facilities to <br />meet the needs of potential K-12 students. <br /> <br /> c. The PUSD has already purchased, and is currently constructing, an 11.2 acre <br />elementary school site. Its opening, with a capacity of 600-650 students, in the fall of <br />2000 will precede occupancy of any project homes. <br /> <br /> d. Project fees will help complete the District's master plan by providing funds <br />for another new elementary school (located along Vin~eyard Avenue) planned to open <br />in 2002. With these schools, elementary enrollment is projected to be below the <br />District's "ideal enrollment" at every elementary school. <br /> <br />2. Imvact E2.
