Measure D3c. Secure reservations/guarantees for capacity to ensure availability as
development occurs.

Measure D3d. Require water conservation measures.

Measure D3c. Plan and build the on-site wastewater collection system to minimize
infiltration and inflow.

Measure D3f. If export capacity becomes unavailable as thc project develops,
unchlrtake measures to offset the project's demand for export capacity.

~: Changes or aiteratiom have been required in, or incorporated into, the Project
whid~ avoid or substantially lessen the significant environmental effect identified in
the Final EIR to a less than significant level.

Fac~ in Su~_ port 0fFindine: Tl~te impact will be avoided or reduced based on the
following:

a. LAVWMA plans to expand its capacity. LAVWMA certified its expansion
plan EIR and approved the expansion in July 1998. Under this plan, PleAsanton will
be oatitled to 14.4 million gallons per day (MGD) of export capacity (almost twice its
current entitlement). The LAVWMA expanded capacity should be available in
approximately 2003. The expanded capacity will accommodate the Project and future
cumulative demand.

b. PUD Condition __ requires payment of connection fees to allow
LAVWMA to construct its expansion project.

c. The Development Agreement provides this guarantee.

d. Mitigation Measure D3d is identical to Measure Clb and the findings
theraunder are incorporated by reference.

e. PUD Condition requires the on-site system to be built in accordance
with City standards which require the system to minimize infiltration and inflow.

f. Mitigation Measures D3b and D3f are not necessary given the
implementation of other mitigations which reduce this impact, combined with the
reduction in units of residential development and office / commercial square footage
under the Grcenbriar Project.

E. Public Services: Education

1. hnnact El. Potential increase in elementary school enrollment exceeding ideal
school district capacity in existing schools.

13
