Phase development sothat demand for wastewater treatment capacity
does not exceed capacity available to the City of Pleasanton.

Measure D2c. Secure reservations/guarantees for capacity to ensure availability as
development occurs.

Measure D2d. The DSRSD/Pleasanton agreement provides for DSRSD to expand treatment
capacity to serve Pleasanton's demand from future development. DSRSD is preparing
a treatment plant master plan to provide additional capacity to meet anticipated
cumulative demand. Thus, the City reasonably anticipates that the DSRSD's
conUactual obligation and capacity expansion plan will reduce or avoid this impact.

b. Payment of the sewer connection fees as required by PUD Condition __
will pay for capacity expansion made necessary by the Project.

c. The Development Agreement provides a guarantee to ensure that capacity
will be available as development occurs.

d. PUD Condition

requires implementation of water conservation

e. Mitigation Measure D2b is not necessary given the implementation of the
other mitigations which achieve the desired result, combined with the reduction in
units of residential development and office / commercial square footage under the
Gre~nbriar Project.

3.
