The applicants shall obtain an encroachment permit fxom the Public Works Depmhuent, a building permit, and any other applicable City permits for the project prior to the commencement of any construction. Prior to the issuance of a building permit, the applicants shall pay the applicable Zone 7 and City water connection fees and water meter cost, including irrigation meters. Additionally, the applicants shall pay any applicable Dublin-San Ramon Services District (DSRSD) sewer connection fee. The applicants shall submit 3 full-size sets of construction plans (wet-stamped and signed), 2 sets of the necessary structural and Title 24 calculations, 2 copies ora site specific soils report, and the completed Building Permit Questionnaire to the Building Department, along with the necessary fees, to initiate the City's plan check process. The plan check will be accepted only after the completion of the Design Review procedure's 15-day appeal period, unless the applicants submits a signed statement acknowledging that the plan check fees may be forfeited in the event that the approval is overturned or the design is significantly changed as the result of an appeal. In no case will a building permit be issued prior to the expiration of the 15-day appeal period. All building and/or structural plans shall comply with all codes and ordinances in effect before the Building Department will issue permits. The house shall be constructed to meet Title 24 State energy requirements. The applicants shall include erosion control measures on the final grading plan. The applicants are responsible for ensuring that the contractor is aware of such measures. All cut and fill slopes shall be revegetated and/or stabilized as soon as possible after completion of grading, or by October 15, whichever occurs first. No grading shall occur between October 15 and April 15 unless approved erosion control measures are in place to the satisfaction of the Building Department. Such measures shall be maintained by the owner until such time as permanent landscaping is established.
