before construction at all active burrows that exist within the <br />construction area so that the burrows are not occupied during <br />construction activities. The one-way doors will be installed at that <br />time to ensure that the owls can get out of the burrows and cannot get <br />back in. The guidelines also require the installation of two artificial <br />burrows for each occupied burrow that is removed. Artificial burrows <br />will be constructed prior the installation of one-way doors. <br />BIO-7. Conduct a preconstruction survey fur the middens of San <br />Francisco dusky-footed woodrats. In late spring, prior to construction, <br />a qualified biologist will survey the project area and adjacent areas for <br />middens. If one or more middens are found in the project area, then <br />the appropriate agencies will be contacted for direction on how to <br />proceed. Generally, the city could be required to relocate middens or <br />trap and relocate woodrats. <br />BIO-8. Schedule construction activities between May 15 and October <br />15. Implementing this measure generally would reduce the potential <br />for sediment and other pollutants to enter surface waters and adversely <br />affect water quality compared to construction in winter or spring. If <br />construction time is kept within low-precipitation months, the risk of <br />bank erosion also is decreased. Streambanks and adjacent areas <br />disturbed by construction activities shall be stabilized to avoid <br />increased erosion during subsequent storms and runoff. <br /> <br />General measures that could be implemented to avoid or reduce <br />construction impacts on the creek channel and the local fishery <br />include: <br /> <br />minimizing disturbance of soils and the streambed; <br /> <br /> constructing a silt barrier immediately downstream of the <br />construction site; <br /> <br />reducing the rate of construction activities; <br /> <br /> minimizing disruption of the streambed at and adjacent to the <br />construction site; <br /> <br />grading spoil sites to minimize surface erosion and siltation in <br /> <br />Table 1.
