Prior to any construction, establish a spill prevention and <br />countermeasure plan that includes strict onsite handling rules to keep <br />construction and maintenance materials out of drainages and the <br />waterway. Goals of this type of plan would be to <br /> <br /> prevent contamination of streamside soil and the watercourse <br />from cement, concrete, or concrete washing; asphalt, paint, or other <br />coating material; oil or other petroleum products; or hazardous <br />materials; <br /> clean up spills immediately, and notify DFG immediately of <br />any spill and cleanup procedures; <br /> <br /> provide staging and storage areas outside the stream zone for <br />equipment, construction materials, fuels, lubricants, solvents, and other <br />possible contaminants; and <br /> <br /> minimize equipment operations in flowing water, and remove <br />vehicles from the normal high-water area before refueling and <br />lubrication. <br />BIO-10. To avoid impacts on federally listed steelhead, schedule <br />construction in the ordinary high-water zone between May 15 and <br />October 15 and with the diversion pipe in place to avoid any creation <br />of barriers and to minimize ponding. <br />BIO- 11. As conditions of the DFG 1601 Streambed Alteration <br />Agreement and by the USFWS as part of the Corps 404 Permit for <br />construction, sensitive natural community areas removed for the <br />bridge project shall be replaced, enhanced, and compensated for.
