Table 1. Continued

the streambed; and

~- covering bare areas with mulch and revegetating all cleared
areas.
BIO-9. Prior to any construction, establish a spill prevention and
countermeasure plan that includes strict onsite handling rules to keep
construction and maintenance materials out of drainages and the
waterway. Goals of this type of plan would be to

prevent contamination of streamside soil and the watercourse
from cement, concrete, or concrete washing; asphalt, paint, or other
coating material; oil or other petroleum products; or hazardous
materials;
clean up spills immediately, and notify DFG immediately of
any spill and cleanup procedures;

provide staging and storage areas outside the stream zone for
equipment, construction materials, fuels, lubricants, solvents, and other
possible contaminants; and

minimize equipment operations in flowing water, and remove
vehicles from the normal high-water area before refueling and
lubrication.
BIO-10. To avoid impacts on federally listed steelhead, schedule
construction in the ordinary high-water zone between May 15 and
October 15 and with the diversion pipe in place to avoid any creation
of barriers and to minimize ponding.
BIO- 11. As conditions of the DFG 1601 Streambed Alteration
Agreement and by the USFWS as part of the Corps 404 Permit for
construction, sensitive natural community areas removed for the
bridge project shall be replaced, enhanced, and compensated for. The
City shall implement the following measures, which are based on
previously used methods for revegetation in the City of Pleasanton and
other projects on riparian habitat:

Disturbance of the existing riparian woodland and scrub and
freshwater marsh shall be avoided to the greatest extent possible.
Where complete avoidance is not feasible, the following measure(s)

DPW

DPW

DPW

Prior to Section 401
certification as part of the
NPDES process

During project
scheduling

During Section 1601
agreement process and
during Section 404
permit process; prior to
obtaining permits

DPW in coordination with
RWQCB for the NPDES
permit/Water Quality
Specialist

DPW

DFG/USFWS
