Table 1. Continued <br /> <br />agencies during the permitting process. <br />BIO-2a. Disturbance of the existing freshwater marsh shall be avoided DPW <br />to the greatest extent possible. Where complete avoidance is not <br />feasible, the following mitigation measure(s) shall be implemented. <br />BIO-2b. Temporary orange barrier fencing shall be installed around DPW <br />areas of freshwater marsh to establish a buffer zone around the edge of <br />the marsh habitat at a distance to be determined in cooperation with <br />the Corps and the City. This installation shall be performed by a <br />qualified biologist prior to construction and all construction activities <br />shall be restricted to the outside of the fenced-offareas. Fences shall <br />remain in place throughout the construction period and shall <br />periodically be inspected to ensure that they remain in place. <br />BIO2c. In those areas of freshwater marsh that cannot be avoided DPW <br />during construction activities, new plantings shall be installed once <br />construction is finished. The new planting shall be of the same species <br />removed during construction to ensure a "no net loss" of habitat <br />functions and values. Plantings shall be monitored for a minimum of 5 <br />years to ensure survival and to ensure that the plantings meet <br />performance criteria to be established by the regulatory agencies <br />during the permitting process. If these performance standards are not <br />met, remedial actions shall be taken. Ifonsite replacement is not <br />feasible due to the placement of the new bridge structure, the <br />following mitigation measure shall be implemented. <br />BIO-2d. To compensate for the permanent loss of freshwater marsh DPW <br />habitat within the construction area, the City shall prepare an offsite <br />planting plan, which will be subject to approval by the Corps, as part <br />of the Sections 404 and 401 of the CWA <br /> <br />Offsite plantings shall be placed at a suitable site owned and <br />maintained by the City. Plantings at the offsite locations will be <br />subject to the same performance criteria as onsite plantings.
