The design will focus lighting on the roadway and <br />minimize spill light effects to the residents along Bemal Avenue. <br />Biological Resources <br />BIO-1 a. Disturbance of the existing riparian woodland and scrub shall DPW <br />be avoided to the greatest extent possible. Where complete avoidance <br />is not feasible, the following mitigation measure(s) shall be <br />implemented. <br />BIO-lb. Temporary orange barrier fencing shall be installed around DPW <br />stands of riparian woodland and scrub by a qualified biologist prior to <br />the start of any construction. Protective fence shall remain <br />undisturbed during construction. All construction activities shall be <br />restricted to the outside of the fenced-offareas. Fences shall remain in <br />place throughout the construction period and shall periodically be <br />inspected to ensure that they remain in place. <br />BIO-1 c. In those areas of riparian woodland and scrub that cannot be DPW <br />avoided during construction activities, new plantings shall be installed <br />once construction is finished. The new planting shall be of the same <br />species of native trees or shrubs removed during construction and shall <br />be planted at a ratio of at least three trees or shrubs planted for each <br />tree or shrub removed to ensure a "no net loss" of habitat functions <br />and values. Plantings shall be monitored for a minimum of 5 years to <br />ensure survival and to ensure that the plantings meet performance <br />criteria to be established by the regulatory agencies during the <br />permitting process. If these performance standards are not met, <br />remedial actions shall be taken. If onsite replacement is not feasible <br />due to the placement of the new bridge structure, the following <br />mitigation measure shall be implemented. <br />BIO-Id.
