10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />Events and programs scheduled for the project site shall be limited to park-related <br />activities that do not exceed the available parking, as determined by the Director of Parks <br />and Community Services. <br /> <br />Private use or rental of the park shall only be permitted for uses in accordance with the <br />intended historical character of the park. <br /> <br />A minimum of one family-style restroom shall be provided in the public restroom facility <br />on site. The Planning Director shall approve the design of the bathroom prior to issuance <br />of a building permit. <br /> <br />All full-sized parking spaces shall be a minimum of 19' x 9' in size and compact parking <br />spaces shall be a minimum of 8' x 16' in size. Parking spaces may overhand by a <br />maximum of 2' into a landscaped area, as determined by the Zoning Administrator. Each <br />compact car space shall be marked clearly with bold lettering no less than 8" in height <br />"Compact Car Only". The dimensions of the parking stalls shall be clearly shown on the <br />plans submitted for Building Department plan check. <br /> <br />The project developer shall comply with all of the recommendations detailed in the tree <br />report prepared by HortScience, Inc. Consulting Arborist, dated March 2000. All <br />construction recommendations contained in this report shall be printed in bold print on <br />the front page of the building permit planset and on the appropriate sheets in the planset <br />including but not limited to the grading, site, and landscaping plans. The tree protection <br />area shall be indicated on the site and grading plans. <br /> <br />To the extent feasible without compromising the historical integrity of this site, the project <br />developer shall implement the measures identified in the Green Building Council's <br />"Leadership in Energy and Environmental Design" (LEED) standards in the design, <br />construction, and operation of the proposed buildings. These measures shall be shown on <br />the building permit plan set and submitted for review and approval before issuance ora <br />building permit. In conjunction with the building permit application, the project developer <br />shall determine the building's "LEED Green Building Rating", using the GBC evaluating <br />methodology, and shall report the rating to the Planning Director before issuance of the <br />building permit which shall be reported to the Planning Commission. Prior to building <br />permit issuance, the green building provisions that are proposed to be included in the <br />development shall be submitted to the Alameda County Waste Management Authority <br />(ACMWA) for review and comment. Once the ACWMA has generated its comments, City <br />staff shall arrange a meeting between the ACWMA staff and the project developer to <br />discuss said comments and to determine if other feasible, mutually agreeable green <br />building measures can be incorporated into the project. <br /> <br />The project developer shall submit a final lighting plan for the site for review and <br />approval of the Planning Director prior to the issuance of building permits.
