Finally, it is assumed that if the option to take out permits is <br />not exercised, the allocation wouldbe carried over and redistributed <br />in the next allocation period.. <br /> <br />The assumptions and conditions stated above would apply to either the <br />a~ninistrative procedure to issue permits to those lots now available <br />to build as.well as to the on going procedure for future development. <br />Each of the two pzocedures are 6utlined below in detail. <br /> <br />Administrative Procedure to AllOcate Building Permits to ApDroved Lots <br /> <br />This proposed procedure allocates b~ilding permits based upon the <br />percentage of total approved lots which the developer has approved <br />at the present time. The mechanismis somewhat complex, however, <br />we feel that it is a fair way of allocating the limited number of <br />permits that will be available to those, developers who have invested <br />money and time in their respective Subdivisions. <br /> <br />There are several steps involved in arriving at the number of permits <br />to be issued to a particular developer. These ste~s are outlined <br />below: <br /> <br />The Council would determine the number of residential dwellin~ <br />units to be built in the city. This would include a specific <br />number allocated for the area sewered by V.C.S.D. and for the <br />_areas_seVered by the City's plant. <br /> <br />An inventory of all approved available lots would be made. From <br />this inventory, a listof all single-family dwelling units <br />by developer and a list of all multiple dwelling units by <br />developer would be made· The percentage of the tota~ possible <br />residential units which are single-family or multiple could <br />then be determined. <br /> <br />The single-family percentage arrived at in step 2 is then applied <br />to the total number of residential dwelling units allocated for <br />the year by the Council. This would give the total number of <br />single-family dwelling units to be issued building .permits <br />throughout the year. <br /> <br />The multiple percentage'would be applied tO the total dwelling <br />units robe allocated by the Council toarrive at thenumber <br />of multip!e units to be issued building permits during the year. <br /> <br />A list of the available single-family residential units would <br />be is made at the end of each quarter and a percentage of the <br />total available units would be calculated for each developer. <br /> <br />A similar list as described in step 5 above, is prepared for <br />multiple developers· However, since the number of multiple <br />units wouldbe determined annually, the list and resulting <br />percentages would be developed on an annual basis instead of <br />quarterly. Then as mentioned above, the percentages for multi- <br />ple units would be used as a ~uide'to the number of units to be <br />built. The final determination would then be made based upon <br /> <br />-2-¸ <br /> <br /> <br />
