TO: City Manager
FROM:

MEMORANDUM

April 24, 1972

Task Force:
F~nance OffiCer
Administrative Assistant
Senior Planner

Chief Building Inspector
Director of Engineering Services

Administrating Mechanism for Allocation Of Building
Permits Under a Restricted Growth Policy.

YoU asked this committee to develop aspecific administrative
mechanism for the allocation of residential building permits under
a restricted growth policy. The committee felt that actually two
mechanism would be required, one to allocate permits to those.
lots currentl approved and ready to obtain permits and another to
allocate pe~ts to those' developments that be appro~ed in
will
the future.

In attempting to develop the administrative mechanism, several
assumptions were made:

That the City Council would allocate a specific number of
residential dwelling unit building permits annually.

That the only limiting factor would be the Council's deter-
mination on the number of permits, although the reasons for
specific Council determinations could vary from time to time.

That the request for residential building permits would be
greater than the number to be issued.

That all commercial and industrial requests would be exempt
from the administrative precedure.

That private individuals building homes on existing scattered
single.family lots for personal occupancy would be exempt from
the administrative procedure.

That the Council would allocate a specific number of permits
be issued to the area tributary to the City's plant and a
specific number of permits tributary to the V.C.S~D. plant,
based upon factors directly associated with area.

Although the Council would determine the number of residential
units to receive building permits for the year, the permits for
single-family residences would actually be allocated on a quarterl~
basis so that building would be spread evenly throughout the year·
In addition, as a result of the obvious problems to builders of
multiple units it is recommended that the number of multiple units
be determined annually, but that the development be spread out over
the year, consistent with the private market, the development plans,
