The committee felt that actually two <br />mechanism would be required, one to allocate permits to those. <br />lots currentl approved and ready to obtain permits and another to <br />allocate pe~ts to those' developments that be appro~ed in <br /> will <br />the future. <br /> <br />In attempting to develop the administrative mechanism, several <br />assumptions were made: <br /> <br />That the City Council would allocate a specific number of <br />residential dwelling unit building permits annually. <br /> <br />That the only limiting factor would be the Council's deter- <br />mination on the number of permits, although the reasons for <br />specific Council determinations could vary from time to time. <br /> <br />That the request for residential building permits would be <br />greater than the number to be issued. <br /> <br />That all commercial and industrial requests would be exempt <br />from the administrative precedure. <br /> <br />That private individuals building homes on existing scattered <br />single.family lots for personal occupancy would be exempt from <br />the administrative procedure. <br /> <br />That the Council would allocate a specific number of permits <br />be issued to the area tributary to the City's plant and a <br />specific number of permits tributary to the V.C.S~D. plant, <br />based upon factors directly associated with area. <br /> <br />Although the Council would determine the number of residential <br />units to receive building permits for the year, the permits for <br />single-family residences would actually be allocated on a quarterl~ <br />basis so that building would be spread evenly throughout the year· <br />In addition, as a result of the obvious problems to builders of <br />multiple units it is recommended that the number of multiple units <br />be determined annually, but that the development be spread out over <br />the year, consistent with the private market, the development plans, <br /> <br /> <br />
