specific development plans, the market, etc~, and the construction <br />would then be spread out over the year depending upon need, etc. <br /> <br />The percentage of each individual single-family developer is <br />applied to the number of permits to be issued each quarter to <br />arrive at the number of single-family units he will be allocated. <br /> <br />The individual multiple developer percentage is aDolied'to the <br />number of multiple units to be'allocated permits 'k~r'the year <br />to determine generally the number of units that will be allocated <br />to each developer. <br /> <br />Finally, it will bemadeknewn to each developer that if he does <br />not exercise his option to take out his permite, his allocation <br />will be carried over and redistributed during the next time <br />frame~ <br /> <br />The procedure outlined above. is one method in which to allocate/a <br />limited number of permits. The committee discussed and analyzed <br />several alternative mechanisms and found this particular Drocedure <br />to have fewer problems than the others· There is no administrative <br />mechanism obviously, that can make all parties ha~p~, however, the <br />committee felt this procedure to be equitable. <br /> <br />An example of how the administrative mechanism would work is attached <br />in Appendix A. <br /> <br />AdminiStrative Mechanism to Allocate Building Permits for Future <br />~eVelo~men~s <br /> <br />The mechanism proposed heroin is tied directly to the delineation <br />of precise planning areas and a time table for their development as <br />proposed in the preliminary restricted growth report. Inasmuch as <br />the determination of said planning areas is a planning functien,.the <br />examples of our recommended method whereby building permits can be <br />issued serve only as conceptual models. <br /> <br />I. Quandrant/Zone Method (See Appendix A) <br /> <br />In order to implement this procedure for building permits allocation, <br />itbecomes necessary to first define the planning areas· Secondly, <br />we must designate rectangular zones beginning at the center of the <br />City and pro~ressi~oward the periphery. Thirdly, a decision need be <br />made as to what planning area should be developed first, what area <br />second,, etc. <br /> <br />Having completed the above, the issuance ef building permits will <br />be based upon. the geographical location of a given development as <br />to plannin~ area and zones. <br /> <br />As an example, a. development(s) located in planning area 1, zone A <br />has first priority. Those in planning 2, zone A second; planning <br />area 3, zone'A third; planning area, zone A fourth; planning area <br />1, zone. B fifth, and so on. <br /> <br /> <br />
