This infermatien may be transmitted in the ferm efa draft EIR, but the ~irect®r must examine this draft and the tnferma- tien centained within it te assure himself ef its accuracy and ebJectivlty and amend the draft if necessary. The EIR in its final fermmust reflect the independent Judgment ef the Dlrecter. (2) As seen as the draft EIR is cempleted, but befere cepies are sent eutfer review, anefficial netice stating that the draft EIR has been cempleted shall be filed with the Secretary ef the Reseurces Agency. The netice shall include a brief descrlptien ef the preJect, its prepesed lecati®n, and an address where cepies ef the EIM are available. This netice shall be referred te as a Netice ef Cempletien. A ferm fer this netice is previded in the Appendices herere. The Ne~ice ef Cempletien shall be pested in the same manner as in ~ 5.4(a). (3) After cempleting a draft EIR censisting ef the infermatien specified in Sectiens 7.2, 7.3 and '7.~ ef these Guidelines, the Directer mua~ censult with, and ebtaln the cemments ef, any public agency which has ~urisdictien by law with respect te the preJect andlmay censult with any persen whe has Special ex- pertise with respect te any envirenmental impact invelved.
