Potential for degradation of surface water quality. <br />Mitisation Measures: <br />Measure BSa. Develop a stormwater quality management program. <br />Measure BSb. Prepare a water quality management plan for parks. <br />Findin s: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Suonort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The P[JD requires comprehensive water quality protection to meet City <br />standazds. <br />b. These Mitigations aze incorporated into the PUD Condition _ which <br />requires a water quality program for grading, construction, and GHCBI Project <br />operation. The program must include erosion sedimentation control, and compliance <br />with NPDES standazds and best management practices. <br />c. Since the golf course and driving range are not part of Phase I, there is no <br />need for the development of stormwater or water quality management plans. <br />d. When the public uses in Phase II are being formulated for the currently <br />unplanned public space, if a golf course is proposed, mitigation will be incorporated [o <br />minimize this impact. In addition, further environmental review will occur prior to <br />approval of any uses in Phase II. <br />C. Infrastructure Systems: Water <br />1. Impact C 1.
